PlateBrokrs is a marketplace platform that facilitates the connection between buyers and sellers of personalized and vanity license plates. We do not own, issue, or directly transfer license plates. All license plate ownership and transfers must be processed through your state's Department of Motor Vehicles (DMV) or equivalent agency. By using this platform, you acknowledge that you understand and will comply with all applicable state and federal laws.

Legal Framework & Compliance

Federal Protections - DPPA Compliance

Plate Brokers operates in full compliance with the Driver's Privacy Protection Act (DPPA), 18 U.S.C. § 2721-2725. This federal law protects the privacy of personal information contained in motor vehicle records.

What Information We Do NOT Disclose:
  • • Full legal names (unless seller voluntarily provides for transaction purposes)
  • • Home addresses or physical locations
  • • Driver's License Numbers
  • • Vehicle Identification Numbers (VINs) without authorization
  • • Any other personally identifiable information (PII) protected under DPPA

State-Specific Regulations

License plate regulations vary by state. Each state's DMV or equivalent agency has specific requirements for:

  • Personalized plate ownership and transfer procedures
  • Required documentation and fees
  • Waiting periods and approval processes
  • Restrictions on plate transfers (some states may not allow transfers)

Buyers and sellers are responsible for understanding and complying with their specific state's regulations.

License Plate Transfer Process

The general process for transferring a personalized or vanity license plate typically follows these steps. However, always verify with your state DMV for exact requirements.

Purchase Completed on Plate Brokers

After successful payment, funds are held in escrow while the seller prepares the physical plate and required documentation.

Seller Relinquishes Plate to DMV

The seller must formally relinquish ownership of the license plate to their state DMV, which typically involves:

  • • Signing the appropriate relinquishment or surrender form
  • • Paying any applicable DMV surrender or relinquishment fees
  • • Obtaining a receipt or written confirmation of relinquishment from the DMV

Plate Is Reissued to the Buyer

After relinquishment is processed, the plate number is assigned to the buyer through their state DMV. In many states this can happen quickly, but timing and exact procedures vary by state.

Transfer Confirmed – Escrow Released

Once the DMV confirms that the plate has been issued in the buyer's name, Plate Brokers verifies the transfer and releases the escrowed funds to the seller.

Physical Plate Shipment & DMV Options

The seller receives a prepaid shipping label from Plate Brokers (where applicable) and ships the physical plate securely to the buyer. The buyer may also choose to request a brand-new physical plate from their DMV displaying the same approved plate number.

Processing Time: The overall timing of a plate transfer depends entirely on your state DMV's workflows and current processing times. Plate Brokers cannot control or expedite DMV processing.

Buyer & Seller Responsibilities

Seller Responsibilities

  • Provide proof of current plate ownership
  • Accurately represent the plate condition and authenticity
  • Complete the DMV relinquish/surrender process within the agreed timeframe
  • Ship physical plate securely to buyer (if applicable)
  • Provide relinquish/surrender confirmation to Plate Brokers
  • Respond to buyer/platform inquiries in timely manner

Buyer Responsibilities

  • Review and sign the Plate Brokers purchase/transfer agreement
  • Provide a valid photo ID and any additional verification documents requested
  • Submit payment through Plate Brokers using the approved checkout flow
  • Confirm delivery of the plate and notify Plate Brokers when DMV issuance is complete

State-Specific Restrictions

Some states do not permit the transfer or sale of personalized license plates, or impose significant restrictions. Always review your state DMV's published policies or speak directly with a DMV representative before initiating a transaction.

Platform Fees & Third-Party Costs

The purchase price on Plate Brokers covers the private transaction between buyer and seller, plus platform fees. Buyers are responsible for all additional DMV fees, including but not limited to: personalized plate application fees, annual registration fees, surrender/reissue fees, and any applicable state or local taxes.
