Important Legal Notice

Plate Brokers is a marketplace platform that facilitates the connection between buyers and sellers of personalized and vanity license plates. We do not own, issue, or directly transfer license plates. All license plate ownership and transfers must be processed through your state's Department of Motor Vehicles (DMV) or equivalent agency. By using this platform, you acknowledge that you understand and will comply with all applicable state and federal laws.

What is Plate Brokers?

Plate Brokers operates as a third-party marketplace that connects individuals who wish to sell their personalized or vanity license plates with potential buyers. Our platform:

  • Provides a secure platform for listing and discovering unique license plates
  • Facilitates payment processing and escrow services for buyer and seller protection
  • Provides guidance and resources for the DMV transfer process
  • Verifies seller identities and plate ownership documentation

Important: Plate Brokers does not possess legal authority to transfer license plate ownership. All transfers must be completed through official DMV channels in accordance with state law.

Legal Framework & Compliance

Federal Protections - DPPA Compliance

Plate Brokers operates in full compliance with the Driver's Privacy Protection Act (DPPA), 18 U.S.C. § 2721-2725. This federal law protects the privacy of personal information contained in motor vehicle records.

What Information We Do NOT Disclose:
  • • Full legal names (unless seller voluntarily provides for transaction purposes)
  • • Home addresses or physical locations
  • • Social Security Numbers or Driver's License Numbers
  • • Vehicle Identification Numbers (VINs) without authorization
  • • Any other personally identifiable information (PII) protected under DPPA

State-Specific Regulations

License plate regulations vary by state. Each state's DMV or equivalent agency has specific requirements for:

  • Personalized plate ownership and transfer procedures
  • Required documentation and fees
  • Waiting periods and approval processes
  • Restrictions on plate transfers (some states may not allow transfers)

Buyers and sellers are responsible for understanding and complying with their specific state's regulations.

License Plate Transfer Process

The general process for transferring a personalized or vanity license plate typically follows these steps. However, always verify with your state DMV for exact requirements.

Purchase Completed on Plate Brokers

After successful payment, funds are held in escrow while the seller prepares the physical plate and required documentation.

Seller Surrenders Plate to DMV

The seller must formally surrender the license plate to their state DMV, which typically involves:

  • • Visiting DMV in person or submitting forms by mail
  • • Paying any applicable surrender or relinquishment fees
  • • Obtaining a receipt or confirmation of surrender

Plate Becomes Available for Reissue

After surrender, the plate number enters a waiting period (varies by state, typically 30-90 days) before it becomes available for a new applicant.

Buyer Applies for the Plate

Once available, the buyer applies for the personalized plate through their state DMV:

  • • Complete personalized plate application (often form DMV-XX)
  • • Pay applicable fees (initial plate fee, registration, etc.)
  • • Provide vehicle registration information
  • • Wait for DMV approval and issuance

Transfer Complete - Seller Paid

Once the buyer confirms successful issuance of the plate in their name, Plate Brokers releases escrowed funds to the seller.

Processing Time: The entire process typically takes 4-12 weeks depending on your state DMV's processing times. Plate Brokers cannot expedite DMV processing.

Buyer & Seller Responsibilities

Seller Responsibilities

  • Provide proof of current plate ownership
  • Accurately represent the plate condition and authenticity
  • Complete DMV surrender process within agreed timeframe
  • Ship physical plate securely to buyer (if applicable)
  • Provide surrender confirmation to Plate Brokers
  • Respond to buyer/platform inquiries in timely manner

Buyer Responsibilities

  • Verify plate is available in your state for personalized issuance
  • Understand your state's DMV transfer requirements and fees
  • Complete DMV application promptly when plate becomes available
  • Provide valid vehicle registration for plate assignment
  • Pay all applicable DMV fees and registration costs
  • Notify Plate Brokers upon successful plate issuance

No Guarantee of Transfer Success

Plate Brokers cannot guarantee that any license plate transfer will be approved by your state DMV. DMV decisions are subject to state-specific regulations, availability, and approval processes beyond our control. Refund policies apply in cases where transfer cannot be completed due to DMV restrictions.

State-Specific Restrictions

Some states do not permit the transfer or sale of personalized license plates, or impose significant restrictions. It is the responsibility of buyers and sellers to verify their state's policies before engaging in a transaction.

Platform Fees & Third-Party Costs

Buyers are responsible for all additional DMV fees, including but not limited to: personalized plate application fees, annual registration fees, surrender/reissue fees, and any applicable state or local taxes.
